In Houston, child support is given to the parent who is given custody of the children. In our home state of Texas, the "non-custodial parent" (that is, the parent that is not given custody) is usually responsible for giving a portion of his or her income for the benefit of the child whether or not the custodial parent can afford to pay for care and support of the children.
